The Horsemen’s Benevolent and Protective Association of Manitoba Incorporated (1987)

The HBPA of Manitoba is one of five regional associations that forms the HBPA of Canada. Anyone who becomes licensed as an owner or trainer at Assiniboia Downs becomes a member of the Manitoba Division. The HBPA is funded through a 2% levy on the total purse pool paid out.

The HBPA is the organization that provides the Horsemen with a united voice. The HBPA serves to protect and maintain the interests of the owners, trainers and their employees who have an investment in the thoroughbred racing industry.

Purposes and Objectives

To represent and protect the best interests of the horsemen.

To bring about a closer and more understanding relationship between members, racing associations, racing commissions and the public.

To deal and negotiate on purse contracts, facility improvements and other matters of interest and benefit.

Benevolence – Endeavor to provide aid and assistance to horsemen in need, and to improve working and living conditions of members and back stretch personnel at all race tracks.

To institute and aid in any movement that will assist and protect the general welfare of the racing industry, the interests of members, their employees and backstretch personnel.

The Manitoba HBPA is involved in representation in the following areas:

Administration of the Lasix Program

Representation in the following areas, contracts, purses, condition book, racing dates, operational concerns, simulcast approval, etc.

Representation and cooperation in promotional areas such as; Backstretch Tours, Information Booths at fairs throughout Manitoba, as well as a number of social functions on the backstretch; bi-weekly backstretch barbeques, and social events

Representation to the provincial government when matters concern the status of racing

Representation to the Canadian Pari-Mutuel Association on matters of simulcasting, drug regulations etc.

Mediate disputes between members

Representation with members during appeals etc.

Representation in National and International matters

The HBPA is often seen as a Backstretch organization. The HBPA represents approximately 100 trainers and 500 owners. Thus the owners represent 5 times as many members. The owners have a substantial influence on the operation and direction of the organization.
